The IT & Data Manager will be responsible for the design, development, implementation, and maintenance of the JHC's Data Warehouse of social determinant of health and other related data. The Manager will also be responsible for day-to-day Data Base Administration function which is a critical role responsible for managing and maintaining the performance, security, and integrity of JHC database systems. The IT & Data Manager will also manage the information technology of the center and will be responsible for functions including acquiring, cleaning, and loading the data on a regular basis; supervise activities of students, provide access to data, design and generate reports, perform complex data analysis, and develop and maintain the center's website. The position will interface with University IT for managing the server and any other software.

Duties and Responsibilities:

Data Warehouse Strategy: Develop and implement a comprehensive data warehouse strategy aligned with the JHC objectives.

Infrastructure Design: Design and architect the data warehouse infrastructure, including data modeling, ETL processes, and data quality management.

Team Management: Lead and manage a team of students and researchers.

Data Governance: Establish and enforce data governance policies and standards to maintain data integrity and quality.

Data Integration: Manage the integration of data from various sources including HIPPA compliant data acquired from partners.

Reporting and Analytics: Support the development of data-driven reports and analytics to enable informed decision-making.

Technology Evaluation: Research and evaluate new data warehouse technologies and tools to improve efficiency and capabilities.

Data Security: Implement robust data security measures to protect sensitive information.

Database Design and Implementation: Design and implement database to meet requirements of JHC; create and maintain data models, schema, and indexes; and ensure data consistency and integrity through proper normalization and data validation.

Database Administration: Perform routine database administration tasks, such as backups, restores, and performance tuning; monitor database performance and identify bottlenecks; implement optimization strategies to improve database efficiency; and manage user accounts and permissions to control access to database resources.

Data Security: Implement and enforce security measures to protect data in database from unauthorized access, breaches, and corruption; monitor security logs and respond to security incidents; and ensure compliance with data privacy regulations (e.g., HIPAA).

Disaster Recovery: Develop and maintain disaster recovery plans to ensure data availability in case of system failures or disasters; and test disaster recovery procedures regularly.

Technical Support: Provide technical support to database users and applications; and troubleshoot database-related issues and resolve problems.

Performance Optimization: Identify and optimize database performance bottlenecks; and tune database parameters and indexes to improve query performance.

Documentation: Create and maintain comprehensive documentation of database systems, procedures, and policies.

Develop and maintain JHC website; interface with University IT for managing server and any other software; consult with stakeholders to understand needs and develop tools to collect data or deliver reports with requested information; and make data available to sponsored research projects and community partners.

The ideal candidate will possess the following:
  • Proven experience in designing and implementing data warehouse architectures.
  • Strong understanding of data modeling, ETL processes, and data quality management.
  • Proficiency in SQL and BI tools (e.g., Tableau, Power BI).
  • Strong knowledge of database management systems (DBMS), such as Oracle, SQL Server, MySQL,
  • Proficiency in SQL and scripting languages (e.g., Python, Perl).
  • Performance Tuning: Knowledge of techniques to improve database performance, including indexing, query optimization, and hardware configuration.
  • Backup and Recovery: Expertise in implementing and managing backup and recovery procedures to safeguard data.
  • Security: Understanding of database security best practices, including access controls, encryption, and vulnerability management.
  • Excellent analytical and problem-solving skills.
  • Strong leadership and communication skills.
  • Ability to work effectively in a fast-paced environment.
  • Website development and maintenance skills.

Minimum qualifications: Bachelor's degree in Computer Science, Information Systems, or a related field and five years of experience in data management and administration, or an equivalent combination of education, training, and experience; data analytics and modeling experience; application development and report generation experience; and website management experience.

Preferred Qualifications: Master's degree; experience in working with census data, social determinants of health, and issues related to health and economic disparities; familiarity with census and health care data; and familiarity with GIS tools.
